Most departments have civilian admins, but injured officers and officers under investigation (e.g. officer involved shooting) are often given admin duties. Some departments may have some sort of uniformed admin position, but that's not as common as you think, and you'd have to do a few years on patrol before being transferred to any other unit. If you ask me, there's no reason to be a cop if you just want to sit behind a desk. Sounds like you're afraid of getting hurt, but still want the badge and the gun.
