First let me knw what are the network elements you wanna monitor... the basic concept of NMS (N/W mgt sys.) is the remote server will be TRAPed whenever changes take place in the NE...basically u need to implement UDP and over that you need to implement SNMP protocol to sense... there can be various ways...hw to get the remote visibility... it depends upon the vendors...what kinda n/w it is...IP/core Ckt s/w,converged MPLS etc.. pls let me knw some details...in this regard...I will get you the basics..
